If something can be denoted by either a literal or an IRI, the latter is preferred. For example, when a dataset already contains an IRI that denotes the city of Amsterdam, it is a data quality issue when the same city is also referred to by the literal "Amsterdam"^^xsd:string.
Table 1 shows how many languages are denoted by IRIs (from Lexvo) versus those that are denoted by literals.
